Are individuals allowed to sell cars on the side of the road? Is advertising a car for sale when it is parked on the side of the road legal?
"We have all seen cars parked at the side of the road with a 'For Sale' sign in the window, but few of us understand what the law says about advertising your car for sale like this," according to a Friendswood Police Department bulletin.
Friendswood city code prohibits any type of vehicle from being placed on private property for the purpose of advertising it for sale, unless the owner resides or conducts business on the property or the property belongs to a business establishment engaged in the sale of vehicles.
A vehicle is considered abandoned if left unattended on the right-of-way of a designated county, state or federal highway for more than 48 hours, according to state law.
BURGLARY
An heirloom ring was stolen Feb. 15 in the 100 block of Stoney Lake Drive, according to a Feb. 24 police report. The resident received a notification from his security company that his alarm had been disabled, and police responded but found no signs of burglary. The homeowner's cameras, however, recorded a woman entering the home. The woman has been identified and terminated as an employee of a housekeeping company contracted by the homeowner, police said.
Three juveniles were released into parental custody after reportedly trespassing Feb. 25 at 16700 David Glen Drive, police said. The juveniles poured a powder substance as well as tiles and rocks into a pool. They also damaged a handle on the step of the pool. The property owner and the juveniles' parents came to an agreement about damages, police said.
THEFT
A golf cart was stolen Feb. 25 from Friendswood Boat and RV Storage, 4830 FM 2351, police said. The golf cart was listed for sale and parked in the front portion of the property. It is described as red-orange with Steeleng rims, tires and accessories.
FRAUD
A Friendswood man reported a "jail scam" that began with a phone call alerting him his son was detained in New York and charged with DWI, according to a Feb. 21 police report. The caller said bond was set at $1,950 and requested a MoneyGram for payment. The Friendswood man knew his son was attending a wedding, so he went to Walmart, purchased the MoneyGram and sent it. Later, when the victim talked to his son, he discovered he had been scammed.
A fraudulent cell phone order was placed Feb. 22 while a Friendswood victim was in a hospital intensive care unit, police said. A family member suspects home health employees of the fraud.
NARCOTICS
A welfare check on a stalled vehicle Feb. 22 in the 100 block of Pecan Drive led to the arrest of three people for drug-related charges, police said. The driver, a 36-year-old Houston woman with a suspended driver's license, was charged with delivery of a controlled substance; bond was set at $60,000. A 28-year-old Pearland man was charged with possession of a controlled substance, and his bond was set at $25,000. He also had warrants out of Brazoria County. The second passenger, a 25-year-old Friendswood man, was charged with possession of drug paraphernalia. Officers searching the vehicle reportedly found a syringe, methamphetamine, a scale, a pipe and other paraphernalia.
Police charged a 25-year-old Houston man with possession of marijuana following a traffic stop related to outstanding warrants Feb. 22 in the 1500 block of Country Club Drive. The driver reportedly would not terminate his cell phone call or make direct contact with the officer, so he was detained in handcuffs during a search of his vehicle. The officer found a plastic bag containing marijuana in the door and another in the man's pocket, according to the report. Bond was set at $1,000.
A 26-year-old Alvin woman and her passenger, a 20-year-old Friendswood man, were charged with possession of a controlled substance after a felony traffic stop Feb. 23 in the 600 block of East Parkwood Avenue. Officers searched the vehicle and reportedly found clonazepam, marijuana, MDMA, hashish, a clear capsule containing an unknown substance and a tackle box full of drug paraphernalia. The passenger also had a Seabrook warrant. Bond was set at $20,000 for the driver and $80,000 for the passenger. A third occupant was released with a possession of drug paraphernalia citation.
Police charged a 22-year-old Alvin man with possession of a controlled substance and failure to identify as a fugitive after a traffic stop Feb. 23 in the 400 block of East Parkwood Avenue. The man, a passenger, reportedly had marijuana wax in his pocket and lied about his name, police said. He also had active felony warrants in Brazoria County.
Police charged a 44-year-old Houston man with possession of a controlled substance after a stop for expired registration Feb. 23 in the 1300 block of South Friendswood Drive. The man had an outstanding Pasadena warrant and was taken into custody. The officer found a hydrocodone pill and four bottles of vodka during an inventory of the vehicle, police said.
A 26-year-old Friendswood woman was charged with possession of drug paraphernalia after a traffic stop Feb. 25 in the 3800 block of Crofter Glen, police said. The woman, a passenger in the vehicle, reportedly had a marijuana pipe in her underclothing along with five pills she said were given to her by a stranger at a bar.
Police charged a 33-year-old Alvin man with possession of a controlled substance after a traffic stop for expired registration Feb. 26 in the 100 block of East Edgewood. During a search of the vehicle, an officer reportedly found a black and white package labeled "41 Wax" that contained marijuana wax. Bond was set at $40,000.
DRIVING WHILE INTOXICATED
A 42-year-old Houston man was charged with DWI, second offense, after reportedly falling asleep behind the wheel Feb. 26 at Whataburger, 106 N. Friendswood Drive. Police said he failed a field sobriety test and a breath test. Bond was set at $1,500.
Police charged a 30-year-old Alvin woman with DWI, third or more offense, after her vehicle was observed speeding and drifting over the solid yellow divider line Feb. 27 in the 300 block of Edgewood Drive. She reportedly exhibited signs of intoxication and had an open bottle of beer in the cup holder. She did not have a driver's license and told the officer her license was suspended. The woman failed a field sobriety test and refused a blood and breath test. She had three prior DWI convictions and was on parole. She was transported to a hospital for a blood draw.
PUBLIC INTOXICATION
Police charged a 34-year-old Pearland man with public intoxication, enhanced, after he was found leaning against the outside wall of a convenience store Feb. 25 in the 500 block of North Friendswood Drive. A witness had reported an intoxicated person attempting to solicit a ride home. Bond was set at $1,000.
TRESPASS
A resident in the 500 block of Linson Lane reported teenagers trespassing on his property Feb. 25, police said. "No Trespassing" signs had been ripped down and trees cut, according to the report. Property owners said they had seen teens on the property with what appeared to be a BB gun. Officers pledged to patrol the property.
TRAFFIC
Police charged a 29-year-old Highlands woman with driving while license invalid after a witness reported two vehicles racing and driving recklessly Feb. 23 near West Bay Area Boulevard and FM 528. Police stopped the vehicles in the 1100 block of Briar Creek Drive and discovered the woman's driver's license was suspended. She also did not have insurance, and she had been involved in a parking lot accident in League City and left without providing her information. Her passenger, a 31-year-old Crosby woman, was charged with tampering with or fabricating physical evidence after she reportedly threw items into the ditch on the side of the road. An officer found a meth pipe in the ditch and a scale and a bag containing methamphetamine in her purse, police said.
